Our Official Stormwater Management Training Course

The state of Texas, in collaboration with the Texas Commission on Environmental Quality (TCEQ), has been delegated authority by the EPA to oversee its own National Pollutant Discharge Elimination System (NPDES) Permitting Program. This program addresses wastewater and stormwater discharges linked with various activities, including construction, industrial operations, and Municipal Separate Storm Sewer System (MS4) activities. To comply with the EPA and The Clean Water Act’s requirements for managing stormwater pollution, the TCEQ established and manages the Texas Pollutant Discharge Elimination System (TPDES) Permitting Program. TPDES fulfills all Clean Water Act and federal mandates, providing a framework for project owners and operators to obtain permit coverage, allowing the discharge of stormwater and wastewater into Texas surface waters.

TPDES Construction General Permit (CGP)

Under the TPDES Construction General Permit (CGP), point source stormwater discharges from construction activities are authorized. This includes small and large construction activities, as well as construction support activities such as concrete batch plants and material storage yards. Project site owners or operators engaging in covered construction activities must apply for TPDES Construction General Permit coverage before commencing any construction or land-disturbing activity. This involves submitting a complete Notice of Intent (NOI) electronically to the TCEQ website and a developed Storm Water Pollution Prevention Plan (SWP3). The SWP3 must outline practices to minimize pollutants in stormwater discharges associated with construction activity and non-stormwater discharges, as described in the general permit.
