Official Municipal Stormwater Inspector Certification

This Municipal course is designed for local city and county governments that are regulated under the stormwater permit. If you work for a department of transportation, county, city, or township, then this is the course you want to take.

Municipal Inspectors have a responsibility to help reduce pollutants to the Maximum Extent Practicable (MEP) under their National Pollutant Discharge (NPDES).

The Stormwater Training Center will break it down into concepts under the Clean Water Act REMAND RULE that require you to be:

  • Clear!
  • Specific!
  • Measurable!

In this course, you will learn how to identify your pollutants of concern, develop controls to eliminate them, and prioritize inspections based on the type, amount, and outfall location. This includes all construction and industrial permittee oversite as well as commercial and residential property owners and their responsibility to maintain their stormwater control measures.

Learning objectives for this course include:

  • Recognizing specific appearances of structural weakness and other conditions which are disrupting, or have the potential to disrupt, the operation or safety of a stormwater control measure
  • Understanding the principles and practice of erosion and sediment control and pollution prevention
  • Ability to assess conditions at the construction site that could impact stormwater quality.
  • Capacity to assess the effectiveness of any stormwater controls selected and installed, and the ability of such controls to meet the permit’s requirements

Most importantly, The Official Municipal Stormwater Inspector certification course will satisfy the requirements under the National Pollutant Discharge Elimination System permit to become a “Qualified Person” to inspect.

Qualified persons have very specific responsibilities, such as conducting routine inspections for industrial and construction activity. A “Qualified Person” is someone who is trained and experienced in stormwater treatment techniques and related fields as may be demonstrated by professional certification, experience, or completion of coursework.

This course is appropriate for a variety of Municipal stormwater personnel including:
